Yes, I think some projects come in hard and heavy when honesty and transparency would work better (I hate eminent domain); however, on the surface, if a political subdivision opposes a project, why would they then take state money for infrastructure? Do they see themselves as entitled? By not allowing a project and by not getting state funds for infrastructure, are they worse off than they were before? I don't think so. They've maintained their status quo.
