Flat Income Taxes
In the first hour, I did a quick run through of what happened at the House Finance and Tax Committee hearing regarding the Flat Income Tax Plan (HB 1158).

Property Taxes and Special Assessments
I also gave a summary of the discussion at the Bismarck City Commission on Tuesday regarding the formalization of the city’s special assessment policy - as well as diving into the tax treatment differences between mobile home parks and single-family residential property. This topic will also be addressed at the legislature this session.
Over the last few weeks, I have worked on having a bill introduced (HB 1328) to legislatively change the treatment of mobile home parks - and converting them from being taxed as commercial to residential.
I would like to thank Representative Claire Cory (R-Grand Forks) for taking the lead on being the prime sponsor of this bill - as well as the bi-partisan and philosophically divserse group co-sponsors: Representative Larry Bellew (R-Minot), Representative Josh Boschee (D-Fargo), House Finance and Tax Chairman Representative Craig Headland (R-Montpelier), Representative Jason Dockter (R-Bismarck), Representative Mike Nathe (R-Bismarck), Senator Dick Dever (R-Bismarck), and Senator Tim Mathern (D-Fargo).
The purpose of the bill is simple. It states that “property within a mobile home park may not be assessed at a greater rate than single family residential property” in a few areas of state law instead of being taxed and assessed as commercial property currently.
I will have more details on this issue and effort in the coming weeks.
