Moments ago, the South Dakota House of Representatives passed the bill to neuter their counties and replicate North Dakota’s law requiring their PUC (Public Utility Commission) to over-ride county ability to regulate and protect their residents.

If the citizens of South Dakota do not like this result, their state offers a referral option just like North Dakota. But that will take either a lot of volunteers, or a lot of money - preferably both.
Referred Law: This is a petition to prevent a measure passed by the Legislature from becoming effective. It must have signatures of registered voters equal to five percent (17,508) of the total vote for governor in the last gubernatorial election and must be filed within 90 days of adjournment of the legislative session in which the measure was passed (SDCL 2-1-3.1).
