Minot City Council Rejects Legislative Property Tax Caps
Minot City Council sends letter to legislators opposing Governor Armstrong's property tax caps, while endorsing a plan by the Minot Park District for special election for a sales tax ballot measure.
It was just a matter of time before local governments started to rebel against the momentum in the legislature to pass property tax reform, especially if it includes “caps” on property tax revenue generation.
As I wrote in my analysis of Governor Armstrong’s property tax plan, without the “caps” the plan cannot work, and it needs to be phased in much quicker.
Last night, in Minot, the city council voted to oppose any caps on local property taxes or budgets.
The Minot City Council did an about-face Tuesday and voted to send a letter to the legislature formally opposing caps on the budget and property taxes.
Property taxes and tax reform are a key issue during this legislative session.
Gov. Kelly Armstrong, R-ND, laid out his tax reform proposal at the beginning of the session, which includes capping local tax increases by 3% and relying on oil tax revenue.
