It is Crossover Week at the Legislature, the Senate and House have had their say on the bills that started in their respective chambers, now they cross the hall to work on each other’s bills.
Now is the time that we know what bills have legitimate chance of passing - both good and bad.
Below is the list of bills that are still viable going into the 2nd half of the legislative session:
Passed One Chamber and Supported By the North Dakota Watchdog Network:
HB 1474 - will allow cities and counties to create revenue sources to replace special assessments. This is the bill that will allow Bismarck to implement the plan created by the Special Assessment Taskforce (which I was a member) to replace special assessments with monthly fees. This passed the House 81-12 and is Watchdog approved.
HB 1530 - would create a plan to phase out the state income tax with interest derived from the Legacy Fund. It is a bit complicated and could take a long time to fully implement, but it is sustainable because it…
